Dubai company setup for design businesses

Interior Design Licence in Dubai

An interior design licence in Dubai must match the services your company will sell. Creative design, project coordination, furniture supply, technical design and physical fit-out can require different activities, professional roles and project permissions.

First Elite Global can help scope the business model, compare setup routes, organise the formation documents and coordinate the agreed company-setup workstream. The relevant authorities, landlords, master developers, consultants and contractors retain control of their own approvals and professional decisions.

What will the company actually sell?

“Interior design” can describe several different businesses. Map the proposal, contract, money flow, drawings, products and site responsibility before asking an authority to classify the activity.

  • Creative designConcepts, layouts, mood boards, visualisations, furniture plans, palettes and finish specifications within the approved activity.
  • Project coordinationBriefs, budgets, schedules, procurement support, design administration and contractor liaison, with responsibility clearly defined.
  • Physical fit-outPartitions, ceilings, flooring, joinery, MEP, fire systems and site labour can trigger contracting activities, registered firms and permits.
  • Products and technical workFurniture trading, import, storage, manufacturing, architecture, structural design and MEP engineering are not automatically included.
Jurisdiction and legal route

Choose around clients, workspace and delivery

A headline package or creative-industry address does not prove that every intended service is covered. Compare the accepted activities, on-site delivery, premises, visas, product model, approvals and renewal obligations.

01 / MAINLAND

Dubai mainland company

Can suit direct work with Dubai and UAE clients. Confirm the precise DET activity, legal form, ownership, premises, professional scope and any external approval. Review the wider Dubai mainland setup route.

02 / DESIGN CLUSTER

Dubai Design District route

d3 provides a design-focused business environment under the Dubai Development Authority framework. Check the exact licence category, chosen activities, space, visas, product model and project-permission access.

03 / OTHER FREE ZONE

Zone-issued creative activity

May suit a consultancy, studio or international model when the written activity fits. Confirm outside-zone work, client-site delivery, office conditions, visas, trading and renewal. Compare Dubai free-zone setup.

04 / EXPANSION

Branch, freelance or amendment

A foreign or UAE parent may consider a branch, an eligible professional may consider a freelance route, and an existing company may add activities. Identity, liability, staffing and approval implications differ.

Do not force different businesses into one generic recommendation.

A design-only studio, a company that resells furniture, a design-and-build contractor and a freelance designer can need materially different structures and operating controls.

Company formation sequence

Build the legal company around the real service model

The formation process should create a business that can market, contract and invoice within its approved scope. Project permissions then follow separately for each site and package of works.

  1. Map services and money flow

List design fees, project coordination, procurement support, product sales, supplier payments, mark-ups, deposits, reimbursements and any physical work.

  2. Classify activities and exclusions

Separate creative design from engineering, contracting, technical services, trading, import, manufacturing and other controlled work.

  3. Select the entity and jurisdiction

Compare mainland, d3 or another free zone, branch, freelance and amendment routes against clients, premises, visas, owners, banking, tax and renewal.

  4. Prepare and submit the formation

Reserve the name, organise owner and company documents, complete beneficial-owner information, secure accepted premises and coordinate the agreed licence submissions.

  5. Open operations and control projects

Complete the applicable tax, immigration, workforce, banking and insurance workstreams, then establish contracts, drawing control, procurement records and a site-by-site approval gate.

Creative drawings, technical submissions and issued-for-work drawings should have clearly assigned authors and approval status.

Information to prepare

  • Shareholder and manager identification
  • Proposed names and exact activities
  • Ownership and beneficial-owner details
  • Corporate shareholder or parent documents, where relevant
  • Business model, premises, staffing and visa plan
  • Qualifications or scope evidence when requested

Capability fileServices, sample deliverables, qualifications and professional boundaries.
Commercial fileContracts, fees, procurement, deposits, variations, liability and exclusions.
Project fileProperty authority, drawings, consultants, contractors, NOCs, permits and handover.

Controls to establish after licensing

Commercial controlAlign proposals, contracts, invoices, client funds and supplier payments with the licensed scope.
Drawing controlTrack versions, authors, approvals and issued-for-work status.
Project controlMaintain NOC, permit, inspection, variation and completion registers.
Business administrationTrack banking, insurance, tax, licence, office, visa and renewal obligations.
Keep two approvals separate

A commercial licence is not a fit-out permit

The company licence establishes the entity and its approved activities. Work at a particular property can separately require owner or landlord consent, building or master-developer review, drawings, registered consultants or contractors, fire-safety evidence, inspections and completion.

Company level

Licence and activity

Controls the legal entity and the services it may market, contract, invoice and perform.

Project level

Property and works permission

Follows the site, landlord, development, drawing package, technical scope and appointed professionals.

Current DDA fit-out example—not a company licence price or timeline

The Dubai Development Authority currently describes its fit-out permit as a contractor-requested service. Its page publishes an estimated delivery time of two working days and a fee of AED 0.90 per ft², with an AED 200 minimum and AED 10,000 maximum, plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham per transaction.

The same page lists documents including the tenant’s contractor appointment letter, Ejari, the building owner’s NOC, relevant authority NOCs and drawings. It also states that a Dubai Civil Defence Completion Certificate is required before the DDA Fit-Out Completion Certificate. These details apply to that DDA service; other locations and scopes can follow different processes. Check the current DDA fit-out requirements before budgeting or mobilising.

Gate 01

Brief and site

Confirm the client, property authority, approved use, survey, scope, budget, programme and specialist needs.

Gate 02

Design route

Separate concept from submission drawings and identify landlord, design, modification, fit-out and fire-safety approvals.

Gate 03

Contractor and supply

Check licences, registrations, insurance, methods, products, deposits, programme and design or installation liability.

Gate 04

Inspection and handover

Close comments, testing, completion evidence, as-builts, warranties, defects, keys, retention and final account.

Budget and schedule

Price company setup and project delivery separately

There is no dependable universal licence price or formation timeline. The route, activities, owners, documents, premises, visas, qualifications and external approvals can all change the company-setup estimate. A site project creates a different budget and dependency chain.

Company setup and annual base

  • Trade name, application, legal form and licence
  • Activities and professional or external approvals
  • Owner and corporate documents
  • Studio, office, lease, deposit and fit-out
  • Establishment, visas and workforce records
  • Banking, insurance, accounting, tax and renewal

Project design and delivery

  • Survey, design, visualisation and consultant input
  • Owner, landlord and master-developer requirements
  • Drawings, NOCs, permits, inspections and completion
  • Contractors, trades, materials, equipment and logistics
  • Furniture, customs, storage, delivery and warranties
  • Insurance, contingency, variations, redesign and defects

Request two written estimates

Ask for one itemised company-setup and first-year schedule, plus a separate model project budget covering design, property, authority, consultant, contractor, product, tax and contingency items. Timing should be built around the slowest confirmed dependency.

Avoid preventable setup problems

Common mistakes to resolve before launch

The most expensive problems often begin when a package, property or project promise is chosen before the activity and approval boundaries are clear.

01

Choosing on price alone

A low headline package can be poor value if the accepted activity, premises, visas or delivery rights do not match the business.

02

Blurring design and fit-out

A design activity should not be treated as authority to execute construction, engineering, MEP or other controlled physical work.

03

Ignoring the product model

Procurement agency, supplier rebates, resale, import, storage, manufacture and installation can create different activity and tax questions.

04

Committing to premises too early

Confirm the company’s workspace needs and the first project’s property and authority route before making an inflexible commitment.

05

Leaving responsibility vague

Contracts should state who designs, submits, procures, supervises, builds, inspects, signs off and carries each risk.

06

Budgeting only for the licence

Premises, visas, professional inputs, permits, insurance, tax, contractors, products and renewal can sit outside the licence estimate.

Frequently asked questions

Interior design licence Dubai FAQs

The correct answer depends on the activity wording, jurisdiction, qualifications, site, property authority, technical scope and intended delivery model.

What activity is needed for an interior design licence in Dubai?

It depends on what the company will invoice: concept design, space planning, visualisation, project coordination, procurement, furniture or material sales, fit-out execution, technical design or another service. Provide the authority with the complete scope, client profile, contract model and revenue map, then obtain the approved activity wording before incorporation.

Is interior design consultancy the same as fit-out contracting?

No. Design consultancy can cover creative and advisory work within the approved activity. Fit-out contracting involves physical works, site control, labour, specialist trades, permits, inspections and completion evidence. A design licence should not be treated as authority to execute construction, engineering, MEP or other controlled work.

Should an interior design company choose mainland or a free zone?

Choose from the operating model. Compare client and project locations, who signs contracts, site delivery, accepted activities, office and visa needs, product trading, project-permit access, tax and renewal. A design-focused free zone may suit one model while a mainland company may suit another.

Does an interior design licence allow architectural, structural or MEP design?

Do not assume it does. Architecture, structural engineering and mechanical, electrical or plumbing design can fall within regulated professional scopes and authority registration. Use appropriately licensed and registered professionals whenever the project crosses beyond the approved interior-design activity.

Can the company buy and resell furniture, fixtures or materials?

Only when the approved activities and commercial structure cover the intended model. Design fees, procurement agency, supplier rebates, resale, import, installation, custom manufacture and client reimbursements are different money flows. Confirm the trading, customs, storage, product and installation requirements before quoting an inclusive package.

Does every interior design project need a fit-out permit?

Not every design engagement involves physical work, but work that changes or fits out premises can trigger landlord, building, master-developer and authority approvals. The route depends on the location and scope. Confirm it before drawings are issued for work or contractors mobilise.

What documents are normally needed to form the company?

A starting pack commonly includes shareholder and manager identification, proposed names, exact activities, ownership and beneficial-owner details, contact information, a business model, and an office and visa plan. Corporate-shareholder or parent documents, qualifications, portfolio material, technical staff, professional registration, premises evidence or external approvals may be requested depending on the route.

What belongs in a fit-out approval and handover file?

The file can include the client contract, landlord or owner NOC, lease or Ejari, existing and proposed drawings, consultant and contractor appointments, authority NOCs, product approvals, insurance, method statements, site records, inspections, variations, testing, fire-safety evidence, as-built drawings, warranties and completion certificates. The exact list is project-specific.

Does an interior design company need VAT and Corporate Tax registration?

A UAE entity should assess its Corporate Tax registration, return and record-keeping obligations and test VAT registration against current FTA rules. The FTA currently publishes an AED 375,000 mandatory VAT threshold and an AED 187,500 voluntary threshold for resident businesses, subject to its detailed rules. Design fees, procurement, material resale, supplier recharges, deposits and cross-border services should be mapped correctly.

How much does an interior design licence cost and how long does setup take?

There is no dependable universal price or timeline. The authority, activities, legal form, owners, documents, premises, visas, qualifications and external approvals affect company setup. Project permits, consultants, contractors, drawings, NOCs, products, insurance, revisions, inspections and completion create a separate budget and schedule. Request an itemised plan after the scope is classified.

Can First Elite Global guarantee the licence, project permit or bank account?

No. First Elite Global can coordinate an agreed company-setup scope, document tracker and approval map. Licensing authorities, municipalities, DDA, DCD, landlords, master developers and other bodies control their decisions; consultants and contractors control their professional work; and each bank independently controls due diligence, account approval, products and transaction limits.
