What Is MOFA Attestation?
In the UAE, MOFA refers to the Ministry of Foreign Affairs. MOFA attestation is the Ministry's authentication of an official signature or seal appearing on a document. It is one stage in the wider document authentication process used when official documents cross borders or need to be presented to certain authorities.
MOFA attestation confirms that the relevant signature or official seal on the document has passed through the required authentication route. It is an authentication step, not an assessment of the truth of every statement written in the document.
This distinction matters. A document can be properly attested and still be unsuitable for a particular application because the receiving organisation may require a different version, a recent issue date, an Arabic translation, an additional embassy stage or other supporting evidence.
You may also encounter older references to MOFAIC, meaning the Ministry of Foreign Affairs and International Cooperation. The current UAE government website uses the name Ministry of Foreign Affairs.
When Is MOFA Attestation Required?
Whether you need MOFA attestation depends on the document, its issuing country, the destination country and the organisation that will receive it. There is no single rule that makes MOFA attestation compulsory for every document used in the UAE.
It can form part of document preparation for matters such as:
- employment and professional documentation;
- educational certificates and academic records;
- marriage, birth and other civil-status documents;
- powers of attorney and certain legal documents;
- company and commercial documents;
- documents issued in the UAE that will be used overseas; and
- foreign-issued documents that require authentication for UAE use.
Start with the receiving organisation. Ask which exact document it needs, whether an original or digital document is acceptable, whether translation is required and which authentication stages must be completed. That prevents unnecessary attestations.
Which Documents Can MOFA Attest?
MOFA's current guidance separates documents broadly into personal-status documents and commercial documents. The available document types in the online application can change, so the category shown in the current MOFA service should be checked before submission.
Personal and individual documents
- educational certificates;
- diplomas and academic transcripts;
- birth certificates;
- marriage certificates;
- death certificates;
- police clearance or good-conduct certificates;
- medical reports;
- personal powers of attorney;
- employment contracts and offers;
- bank statements; and
- personal tax certificates.
Commercial documents
- contracts and agreements;
- commercial registrations;
- trade licences;
- board or partner resolutions;
- company-name changes;
- distribution agreements;
- financial statements;
- trademark or patent documents;
- commercial powers of attorney;
- shareholder or partnership certificates; and
- corporate tax and other company certificates.
Commercial invoices and certificates of origin follow MOFA's separate Electronic Document Attestation System, known as eDAS, rather than the standard route described for many other document types.
How MOFA Attestation Works for UAE-Issued Documents
MOFA now distinguishes between eligible Digital Attestation and attestation through an approved courier service provider. You do not simply choose whichever route you prefer. The MOFA application determines the appropriate route from information such as the issuing authority and document type.
Digital Attestation
Digital Attestation is designed for eligible original digital documents issued in the UAE. The document must include a mechanism that allows the issuing record to be verified electronically, such as a QR code, barcode, electronic link or reference number.
MOFA currently identifies eligible categories including birth certificates, death certificates, police-clearance certificates and certain educational certificates or academic documents. Eligibility still depends on the issuing authority and the exact document type presented in the application.
-
Sign in through the official service
Access MOFA's attestation service using the required account or UAE Pass route.
-
Confirm the issuing country
State that the document was issued in the United Arab Emirates.
-
Select the authority and document type
The platform uses this information to identify whether the document qualifies for Digital Attestation or needs the courier route.
-
Provide the destination details
For eligible digital documents, select the country in which the document will be used.
-
Upload the original digital document
A scan or photograph is not the same as an original digital document. The electronic verification feature must be available.
-
Review, pay and submit
Check the information carefully before completing payment because a submitted application cannot simply be edited afterwards.
-
Receive the digitally attested document
Once completed, the document is made available electronically, including through the relevant MOFA account area or email route.
Courier-Based Attestation
Documents that do not qualify for Digital Attestation may be routed through an approved courier. The application requests the necessary contact and delivery information and allows the applicant to select an available provider and collection or delivery option.
For this route, the document must meet MOFA's physical-document conditions, including the original-document, language and prior-certification requirements explained below.
How MOFA Attestation Works for Foreign-Issued Documents
A foreign-issued document usually has a different journey from a document created in the UAE. It may first need authentication by the appropriate authority in the issuing country before the UAE mission or subsequent UAE stage can be completed.
MOFA's current service instructs applicants dealing with documents issued outside the UAE to use the UAE Missions Abroad route. The applicant submits the required information, pays the applicable fee and receives a reference number. Availability of electronic processing depends on the particular UAE embassy or consulate.
If the relevant UAE mission does not provide the service electronically, the applicant may need to follow that mission's in-person or local submission procedure.
Do not assume every country follows the same sequence. The correct path depends on the issuing country's authentication system, the UAE mission responsible for that country, the document type and the receiving authority in the UAE.
Current MOFA Attestation Requirements
The requirements depend on whether the application uses the digital or courier route.
For eligible digital documents
- The document must be an original digital document issued in the UAE.
- The issuing authority and document type must currently be supported.
- The document must contain a verification mechanism such as a QR code, barcode, electronic link or reference number.
- The electronic document should be complete, clear and unaltered.
- A photograph or scan of a paper document does not become an original digital document simply because it is uploaded as a PDF.
For courier-based documents
- The original document should be in Arabic or English, or accompanied by the required legally certified translation.
- Relevant prior certification or attestation must already have been completed where the document route requires it.
- The document must not be laminated.
- The document should be in a condition that allows the required seals, signatures and authentication information to be checked.
If translation is needed as part of the wider document journey, do not assume that translation and attestation are the same service. Translation deals with the language of the document; attestation deals with the authentication of the relevant official signatures or seals.
How Much Does MOFA Attestation Cost?
MOFA's current FAQ lists different government attestation fees for personal-status and commercial documents.
| Document category | Current MOFA fee shown | Important point |
|---|---|---|
| Personal-status documents | AED 150 | Applies to the MOFA attestation fee shown for personal document categories. |
| Commercial documents | AED 2,000 | Commercial contracts can sometimes be assessed as multiple documents depending on their content. |
These figures should not be treated as the total price of every international attestation journey. Courier charges, embassy or consular stages, issuing-country legalisation, translation and other external services may add separate costs.
The MOFA application displays the amount payable for the particular application before payment. Current government fees should therefore be checked again before submission.
How Long Does MOFA Attestation Take?
For the MOFA stage itself, current official service information gives the following completion periods:
Digital Attestation
MOFA states that eligible UAE-issued digital documents can be completed within two hours during official working hours.
Courier Attestation
MOFA gives a typical service period of one to three business days, depending on the approved courier provider.
Those times do not necessarily represent the complete end-to-end authentication journey. A foreign-issued document may still need issuing-country authentication, embassy processing, translation or other preparation before the MOFA stage can be completed.
MOFA Attestation vs Embassy Attestation, Notarisation and Apostille
These terms are often used together, but they refer to different parts of document authentication.
| Term | What it generally does | Is it the same as MOFA? |
|---|---|---|
| Notarisation | A notary performs the certification or authentication permitted under the relevant local legal system. | No. |
| Issuing-country legalisation | A competent authority in the country of issue authenticates the relevant official signature or seal. | No. |
| Embassy or consular attestation | An embassy or consulate completes the authentication step required for the particular cross-border route. | No. |
| MOFA attestation | UAE Ministry of Foreign Affairs authentication of the relevant official signatures or seals through its applicable service route. | This is the MOFA stage. |
| Apostille | A certificate used under the Hague Apostille Convention where the Convention applies between the relevant countries. | No. |
The important point is that these stages are not interchangeable labels. The document's issuing country and destination determine which route is relevant.
Common MOFA Attestation Mistakes to Avoid
1. Uploading a scan as though it were an original digital document
Digital Attestation requires an eligible original electronic document. Scanning a paper certificate does not create the verification mechanism required for the digital route.
2. Choosing the wrong issuing authority or document type
These details affect how the MOFA platform assigns the attestation route. Incorrect information can result in rejection or an unusable application.
3. Laminating the original
MOFA's courier-document guidance states that the document must not be laminated.
4. Missing an earlier authentication stage
A document may need to be certified by another competent authority before it reaches MOFA or the relevant UAE mission. Starting at the wrong stage can lead to delays and repeat fees.
5. Assuming English is always enough
The receiving authority may require Arabic or a legally certified translation even where MOFA can process the original document in English.
6. Submitting before checking every detail
MOFA states that an application cannot be modified after it has been submitted. Review names, document information, issuing authority, destination and service route before payment.
7. Assuming attestation guarantees acceptance
Attestation authenticates the relevant seal or signature. The organisation receiving the document still controls its own substantive requirements.

MOFA Attestation FAQs
What does MOFA attestation mean?
MOFA attestation is authentication by the UAE Ministry of Foreign Affairs of the relevant official signature or seal on a document. It is one stage of a document-authentication route and does not itself translate the document or guarantee acceptance by a particular organisation.
Is MOFA attestation mandatory in the UAE?
Not for every document or every transaction. Whether MOFA attestation is required depends on the document, where it was issued, its intended use and the rules of the receiving authority.
Can MOFA attestation be completed online?
Eligible UAE-issued original digital documents can use MOFA's Digital Attestation route. Eligibility depends on the issuing authority, document type and availability of an electronic verification feature. Other documents may be routed through an approved courier or UAE mission.
Can I upload a scanned copy for Digital Attestation?
No. MOFA states that Digital Attestation requires the original digital document issued electronically by the competent authority. A scan, photograph or manually created copy does not qualify as an original digital document.
How much is MOFA attestation in the UAE?
MOFA's current FAQ lists AED 150 for personal-status documents and AED 2,000 for commercial documents. The total journey can cost more where courier, embassy, translation or other authentication stages are required.
How long does MOFA attestation take?
MOFA currently states that eligible Digital Attestation for UAE-issued documents can be completed within two hours during official working hours. Approved-courier attestation is generally listed as one to three business days depending on the courier. Earlier or later authentication stages can extend the overall timeline.
Can someone submit a MOFA attestation application on my behalf?
MOFA guidance indicates that a third party may submit an application on behalf of the document owner. The exact login, identification and submission requirements still depend on the service route being used.
Can a laminated document be submitted for MOFA attestation?
MOFA's requirements for courier-based attestation state that the original document must not be laminated.
Is embassy attestation the same as MOFA attestation?
No. Embassy or consular attestation and MOFA attestation are different stages. Depending on the issuing country and destination, both may appear in the same document-authentication journey.
Does MOFA attestation guarantee that my document will be accepted?
No. MOFA attestation authenticates the relevant signature or seal. The organisation receiving the document still decides whether the document satisfies its own application, language, validity and evidential requirements.
What to Do Next
The safest way to approach MOFA attestation is to work backwards from the organisation that will receive the document. Confirm the document it wants, its language requirements and the authentication stages it expects before starting the process.
